Wink has more than 35 years' experience in the design of marine facilities and riverfront construction. Our dock design capabilities include expertise in all disciplines required for dock facilities, with extensive knowledge in the special conditions and requirements of construction along the Mississippi River.

Design of Port Facilities and Related Infrastructure

Experience and expertise in dock facilities (piles, bulkheads, fendering systems, mooring dolphin / cleats, and concrete decks); bulk and liquid handling and storage facilities; rail, truck, barge ship loading and unloading; rail and access road; site utilities / site work; electrical distribution.

Design of Marine Docks

Design, planning and analysis of barge and tanker docks which handle liquid products. We have in-house expertise in all disciplines required for the design of marine facilities, loading systems, and marine vapor control systems (design and certification).

In-Depth Experience in Loading Facilities

We are expert in the design and application of rigid loading arms and hose based loading systems for ships and barges. We have designed numerous dock facilities with both manual and hydraulically controlled loading systems. We have additional experience in designing features such as Emergency Shutdown Systems (ESD), operator shelters, hose handling cranes, navigation aids, and personnel access devices.

Analysis and Design of Dock Operations, Practices, and Procedures

We have developed many dock operating manuals to meet the requirements of the U.S. Coast Guard. In a recent specialized assignment, we provided an overall evaluation of existing dock operations and made recommendations to improve delivery costs and efficiency, and identified key capital improvements.

Homeland Security-Ports and Marine Terminals

We have provided cost estimates and recommendations for perimeter, internal and river dockside security systems. Perimeter lighting; copper, wireless and fiber optic communication systems; emergency power generation, fencing; television surveillance camera. Access control that includes badge readers and door / gate controls.

Permitting and Regulatory Compliance for Riverfront Marine Construction

Our personnel have experience, intimate knowledge, and excellent working relationships with these agencies: U.S. Coast Guard, U.S. Army Corps of Engineers, State DEQ, Coastal Zone Management, and local Levee District, with regulatory authority over marine facilities construction. We performed impact studies in compliance with environmental regulations at all levels such as local, parish, state and federal. We obtained governmental permits in all fields: air, water, solid wastes, groundwater.

Marine Vapor Control Systems

Wink has worked in the area of emission collection / recovery / control systems since the Federal regulation (33 CFR Part 154, Subpart E) was issued as part of the Clean Air Act in 1990. We were one of the first three firms in the nation to be approved by the U.S. Coast Guard as a Certifying Entity for MVC systems. Since that time we have designed, certified, or recertified more than 200 vapor control systems. These facilities involve the loading of gasoline, benzene, crude oil and other hazardous chemicals. Our design experience includes various destruction methods (thermal oxidizer, flare, enclosed flare) and vapor recovery technologies (carbon adsorption, refrigeration, water scrubbers).

Hydrographic Surveying Services

We perform hydrographic surveys and dock condition surveys on an annual or regular basis for a number of our plant clients. Wink has the personnel qualifications and experience, state-of-the-art equipment and other resources to provide hydrographic surveys on rivers, streams and lakes for various applications. We utilize company-owned vessels, recording fathometer and numerous other location devices to provide accurate, repeatable hydrographic survey information in a cost-effective manner. We have conducted hydrographic survey work in support of dock and wharf design, dredging design and verification, pipeline crossings, and construction of marinas and bulkheads. Our company carries Excess Maritime Liability insurance coverage, for the protection of our personnel and our clients in the performance of marine-related services.

OPTIMOOR® Mooring Optimization Software

Wink Engineering utilizes the OPTIMOOR mooring analysis computer program in marine facilities design. Using OPTIMOOR, Wink engineers model the mooring layout and design, analyzing the stresses and determining the adequacy of each mooring point. Using this data, we are able to design the optimal mooring configuration for both the vessels and dock operations.


Representative Project Experience

Design of two marine docks for a "grass roots" bulk liquid storage terminal. The design included a 66,000DWT ship dock and a 12,700DWT combination ship and barge dock. Additional services included environmental and construction permitting services and surveying.

Multi-discipline engineering design, project engineering, and construction management for a 40,000DWT ship dock, to replace a facility destroyed in a barge tow accident. The assignment included design and installation of a temporary facility within six weeks; the permanent replacement dock began operations approximately ten months after the accident.

Monopile: The Tank Berthing Solution

The monopile system utilizes a "spring pile" energy absorbing concept, together with an applied energy absorbing fendering system, to produce a highly efficient and cost effective mooring system. The fender / pile system is designed to deflect a total of 5 feet to accommodate the tanker breasting loads. Wink has designed and installed monopole-based ship mooring systems at tanker docks for numerous refineries as well as bulk terminals.

Products Dock Structural Upgrade

Wink designed and implemented improvements to a 30-year-old products dock to extend the useful life 25+ years. Services included: Structural analysis and design / construction documents; Evaluation of the current structural condition, including: Hydrographic survey; baseline and elevation survey; above-water inspection, visual and ultrasonic gauging of wall thickness; underwater inspection using state-of-the-art video technology; Engineering design; and Construction Administration services.

Asphalt Blending and Loading Facility

Comprehensive multi-discipline engineering, design, and project management for new asphalt blending, storage, and shipping facilities at a petroleum refinery. The design included specification and installation of a new jacketed loading arm on the dock. In order to locate the new loading arm, we made significant modifications and reconfiguration of overall dock operations and layout.
