Wink Engineering has provided engineering, procurement, surveying and project management to the bulk liquid terminal industry since 1970. A charter Supplier Member of the Independent Liquid Terminals Association (ILTA), our clients include the major refining and petrochemical companies as well as the independent owner / operators.

In addition to project development, project engineering, and detailed engineering for terminal facilities, the InServ / Wink Terminal Group is a Total Solution Provider, providing comprehensive Engineering Procurement Construction (EPC) services for terminal projects.

Representative Project Experience

Terminal Expansion

Wink provided engineering and design in all disciplines; surveying; and project management for a major expansion of a hydrocarbons storage terminal, adding sixteen (16) new, 100,000BBL aboveground heated tanks for storage of petroleum products. Wink provided survey and civil design of foundations, containment, drainage, and dikes. Specifications and procurement were by Owner; Wink created nozzle orientation drawings based on owner requirements.

Mechanical design included approximately 3,000 lf of 24" piping, from the main manifold to the new pump pit; we designed the pump pit, including specifying pumps; and a new piperack, from the manifold to the pump pit and into the tank farm. Wink performed system hydraulics on the entire new piping system. We provided stress analysis of new piping, including anchor bolts.

Wink performed all electrical and instrumentation / controls engineering for the project. This scope included: 15kV, 4-amp, 480v switchgear; 480v Motor Control Center and variable speed motor controllers; instrumentation for motor-operated valves, interfacing with the terminal's existing PakScan system; site lighting; design of tray and raceway system; level gauging system; indication (temperature, pressure). The new tanks are under construction as of Spring 2009.

Bio-Diesel Facility Tank Farm

Wink provided surveying and civil / structural engineering for installation of fifteen (15) new, aboveground atmospheric storage tanks for a new biodiesel plant located adjacent to a client's bulk terminal. Wink services included: topographic survey; coordination of geotechnical engineering by subconsultant; preparation of site and grading plan; confirmed tank layout for compliance with NFPA; design of containment, new dikes, and ringwall foundations. Specification and procurement of the tanks were by others. Wink also performed system hydraulics and piping specifications to increase the pump system capacity for both marine and tank car loading.

Hot Oil System

Wink performed process analysis to address issues of current hot oil system capacity, during low ambient temperatures. Current and future hot oil requirements were tabulated for the tanks, and the resulting required heating capacity was determined. We developed a hydraulic model of the existing hot oil system, with the capacity for adding new tanks and facilities as the terminal expands. We also performed engineering services for upgrade, replacement of 3 existing 20MM BTU/hr heaters with new, 30MM BTU/hr thermal fluid heaters.

New, 500,000BBL Crude Oil Storage Tank

Wink Engineering provided process, mechanical, civil and structural engineering design, equipment specification and procurement services for a 500,000 BBL crude oil storage tank on the Mississippi River (the largest above-ground tank on the Mississippi at the time of its construction in the 1990s). The project included design of vapor control facilities, distribution piping and pumps, metering and controls. With a local geotechnical consultant, Wink's survey department conducted a close daily monitoring of tank stage loading, resulting in loading being completed almost 3 months ahead of schedule.

Asphaltene Storage Tanks

Wink designed two (2) 7,500 BBL 550°F asphaltene storage tanks in the Tank Farm at a Louisiana petroleum refinery. We provided pile-supported concrete foundation design, along with mechanical, electrical, and control systems design for the tanks, including re-circulation pumps and hot oil heat exchangers. Our services included design of the piping distribution system and a nitrogen blanketing system for emission control and oxygen elimination.

OSBL Facilities for Refinery Expansion

Wink provided multidiscipline engineering and design to specify and design four (4) 300,000 BBL tanks; two (2) 500,000 BBL tanks; and one (1) 200 BBL tank as part of a major refinery expansion project. Wink's scope included sitework, foundations, piping, structural supports, mechanical specifications and stress calculations, electrical infrastructure, lighting and grounding, and instrumentation; integration into current distribution and blend headers, firewater protection design, and pumps for several different commodities. We also designed a new, major piperack from the refinery process block to the tank farm.

Tank Farm Infrastructure Project

Wink provided front end engineering and definitive design for a major tank farm expansion at a Louisiana petrochemical plant. We added 6 new base oil storage tanks along with pumps, piping and instrumentation. We also added a motor control center and pipe racks. Project included the installation of new mixing equipment and a piping manifold in addition to tanks, pumps and flow meters associated with the tank farm.
